Job DescriptionJob Overview: APTIM is seeking a Project Manager to join our team of professionals serving our Federal Aviation Fueling programs. Aptim's Federal Aviation Fueling programs provide engineering and construction services for aviation and ground products fueling facilities which include bulk storage tanks, fueling piers, pipeline systems, pumphouses, truck loading/offloading terminals, and aircraft direct refueling facilities.Project Manager will apply critical thinking skills to initial planning, procurement support, plan development, design, construction, and commissioning phases of projects. The Project Manager manages all phases of projects with scopes that may include engineering, applied science, procurement, construction and or operations. The PM will manages projects with significant potential risk, complexity, manpower requirements and/or contract value (Risk Level 1 and 2 projects). The PM is accountable to APTIM Management and to the client for the project team's performance. The PM must adhere to APTIM's Project Management Policy and work in accordance with APTIM Project Management Procedures and the principles of The Collaborative Way. Key Responsibilities/Accountabilities:Has a complete understanding of the Contract and the "as-sold" scope of work and budget, and communicates them to the project team as well as reports against them to Management.May manage several projects simultaneouslyPlans, organizes, coordinates, and controls the project in accordance with APTIM's established policies, procedures, systems, and requirementsProvides leadership, direction and coordination for all project team membersEstablishes and monitors project safety and quality programsDirects preparation of project plans and manages project scope, budget and schedule in accordance with the contract and the project's safety, quality, technical and financial goals Through active risk management, protects the Company from unnecessary risksEnsures that the project meets or exceeds financial and cash management goalsEnsures that potential project scope, schedule or budget changes are immediately identified and addressedSupervises project activities through subordinate PMs and technical staffOversees activities of technical and administrative support, and ensures that deliverables are produced on schedule and within budgetHas in-depth functional expertise and broad business knowledge. Applies technical and managerial expertise to improve effectiveness and provide guidance to project staffDevelops project review materials and financial forecasting, working with Project Controls Provides project staffing needs and works with Human Resources and Recruiting to fill positionsFunctions as seller-doer, develops relationships with key internal/external customers to identify emerging needs Supports business development activities and may serve as a proposal manager, prepare proposals, and coordinate contract negotiationsRepresents the project and the company to clients Organizes work to meet deadlines set by othersBuilds project team effectiveness and collaborationMeets Project Management metricsMay provide support for a program of projects and be the point of contract for a specific contractMust be proficient with communications (written and verbal). Will lead discussions with the client as well as Aptim Management.Receives assignments in the form of objectives and determines how to use resources to meet schedule and goals.Provides guidance to subordinates within the latitude of established company policies.Recommends changes to policies and establishes procedures that affect immediate organization(s).Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current business trends.Follows processes and operational policies in selecting methods and techniques for obtaining solutions.Acts as an advisor to subordinates to meet schedules and/or resolve technical problems.Basic Qualifications: S Degree: Civil, Mechanical, Electrical, or Construction Engineering from an ABET accredited program Must have 12-15 years of experience Project Management Profession (PMP) certification desired Professional Engineering (PE) license preferred In depth knowledge, training or certification in industry codes such as API-650, API-653, API-570, ASME B31.3, ACI, NFPA, NEC, etc. Demonstrated experience managing firm fixed price projects Demonstrated experience with Department of Defense (DoD) Petroleum, Oil and Lubricants (POL) projects executed via Government contracts is desired. Work may have included managing design and construction projects for jet fuel storage (aboveground storage tank), distribution (pumphouse and pipeline), power and control, and fuel handling equipment (truck offload, truck fillstand, etc). Demonstrated experience developing proposals to support DoD projects is desired.
